After an upgrade to unison 2.13.16 (from 2.12.0) unison fails when trying to 
synchronize to an archive that keeps backups.  I have: 
backup = Name *
maxbackups = 3
in my profile.
When a new directory has to be made for the backup, the mkdir call appears to fail.

Reproducible: Always
Steps to Reproduce:
1. put a backup directive in the profile
2. start up unison and try to sychronize
3. view failures when files get moved into the backup
