Icecast does not support theora streams unless libtheora is installed before
compiling it. This it not transparent to the user: there's just no video in the
stream.
Recommendation:
Add a theora USE flag that sets an RDEPEND to media-libs/libtheora.

This has been addressed in the 2.3.1 version bump. Thank you for your bug report.
