ifp-line-0.2.4.6.ebuild

updated ebuild with few enhacements:
- instalation of man page, available for program
- parse CFLAGS from /etc/make.conf to build process
- installing script 'nonroot.sh' in /usr/share/ifp-line, that can create
necessary lines in hotplug info
- using patch (stolen from debian) for viewing help when using 'help' option

ifp-line-show_help.patch

when I was browsing ifp-line site ar sf.net I have found this:

from this patch I extract nice update for help option (to man, README and `ifp
help` output)
also - I took 'version' command, which shouldn't be harmful - it's only showing
a program version number
