Bug 102742 – Please add net-misc/shd-tcp-tools into portage

Please add net-misc/shd-tcp-tools into portage. shd-tcp-tools is a set of tools
for handling one and two directional TCP pipes. The tool set can handle port
forwarding, network load balancing, rate control, and running servers behind
firewalls. It is also ipv6 aware.

Please, mark plaintext ebuilds as text/plain when attaching. Also, we don't need

Upstream is dead, tried URL and each parent folder.
