Marking as Critical so it gets fixed quickly (should be quick to fix).  gcc manifest has an entry for gcc 4.01 
beta...this seems to have been changed to straight gcc 4.01 in the ebuild.  Likewise libIDL has an entry in 
the Manifest for the 0.8.3 ebuild; only the 0.8.5 ebuild exists after an emerge --sync.

Simply running an ebuild (.ebuild file) digest fixes the issue, but it's wrong in general Portage.

1. Try to build a new system with libIDL and gcc

Fails with errors regarding missing files in the Manifest

No, the manifests are OK, change your mirror.
