media-plugins/eq-xmms fails to emerge on fresh install of xmms without other
plugins installed. 

Here is output from emerge:

checking for sort... /bin/sort
checking for uniq... /bin/uniq
checking for Effect plugin dir... /usr/lib/xmms/Effect
checking for directory /usr/lib/xmms/Effect... no
checking for directory /usr/lib/xmms/Plugins... no
configure: error: *** No suitable plugin directory found. Use --libdir to
specify. ***

Installing some other plugins media-plugins/xmms-* fixes the problem because
their ebuilds create this directory.

Emerge fails.

Expected Results:  
eq-xmms should be installed

a mkdir /usr/lib/xmms/Effect and mkdir /usr/lib/xmms/Plugins seems to solve the problem if no other plugins were found.
