Most probably it's a known problem, but you haven't provided enough info. Try running perl-cleaner. If that solves your problem, please mark as a duplicate of bug 41124.
Sorry, missed this bit of error message: checking for XML::Parser... configure: error: XML::Parser perl module is required for intltool If I understand correctly, this means that XML::Parser ought to be an ebuild dependency for intltool-0.33, and isn't.
