key creation should be out of scope for release (and likely not be included at all), removing blocker

Lets prioritize user verification side of things as we control our own infra and ACLs, removing git hook verification from first release blocker as this can be a next milestone (designated M2)

Ditto for key maintenance, user will always see release key being the signer so this complexity is M2
