Bug 262254 – incorrect encoding of KDE4 system-settings app on startup

I had just installed kde-base/kdelibs-4.2.1-r1 and eventually noticed that running system setting app causes it's app name broken (which appears in the taskbar entry and window header).

If I switch some tabs or click icons (and then back to the main screen) -- all gets back to normal. 

I have no idea why it happens, 'cause application itself was not updated (so it isn't i18n problem imho).

Reproducible: Always
