current link to [github.com/ivmai/libatomic_ops] is completely invalid, because the repository doesn't contain any release files, on very first installation steps of Gentoo, emerge crashes cause it seems it can't gracefully handle such problems, so it makes the installation impossible possible solution: change the link to github.com/bdwgc/libatomic_ops
Please fix your GENTOO_MIRRORS. It should by default use our mirrors first.

Looks like they moved the repo (https://github.com/ivmai/libatomic_ops/commit/7fc1a8151aaa660c5991f06e80cc793df0b1c0fc). But again, the distfiles are mirrored.
Interestingly, dev-libs/boehm-gc hasn't moved yet.
