I just realized I had USE=-minizip on my test machine. However with minizip enabled (default) it also built without issue, after pulling in minizip-ng. Building with either minizip-ng-4.0.8 and -4.0.9 worked as well, no difference. Only differences in USE are libxml and lz4, which don't seem to have anything to do with it.
Isn't the problem that the file is renamed to minizip-ng/mz_zip.h ? Although I did not study its contents. If Gentoo added the "mz_" prefix or upstream I have no idea.
Interestingly I see this in my build.log: -- Could NOT find Minizipng (missing: MINIZIPNG_INCLUDE_DIR) (found version "4.0.9") -- Found Minizip: /usr/lib64/libminizip.so (found version "1.3.1") so it finds the one from the old zlib. All this being said, I still do not understand how you ended up with the original compiler error in the first place and why nobody else did.

Thanks for the investigation. This is horrible all-round. I think changing back to zlib is the lesser evil here. Requiring minizip-ng[compat] would be gross and mean we're forcing minizip-ng on people (it's too unilateral), and having zlib and zlib-ng at the same time feels kind of pointless (or daft).
I reverted to old zlib/minizip. We can revisit this once Wireshark has forward-ported their minizip integration to the minizip-ng API (see the long explanation in the link in comment #11).
