Why doesn't configure look for stdlib.h, stdio.h for you? That leads to the HAVE_*_H macros being undefined and hence the broken test program.

It's possible (not sure) that maybe those checks are usually done by LT_INIT and they're transitively relied on here, and slibtoolize and so on (worth mentioning that you're using that when something odd happens with the build system, please) doesn't provide those.

I thought emerge --info included slibtoolize but it doesn't only rlibtool.
Using gnu libtool finds the header files and compiles
