eduke32 unconditionally requires user to accept HRP license, but only "hrp" and "offensive" use flags seem to depend on content encumbered by it, therefore it should be required only when those use flags are enabled. This used to be the case until https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=c2a2a8527c626e6f5d1f92dc0a4cac3b48e2a79f but that commit changed it for some reason.
