This is kind of awkward, because you can see from the logs you uploaded -- which use aria2!! that it is downloading an "overview.html" redirect. With the default downloader, it's a 403 forbidden error. This very much should NOT be "please regenerate manifest". With GENTOO_MIRRORS defaulting to provide the file directly, it works fine. The new website has some downloads at https://www.intel.com/content/www/us/en/developer/topic-technology/open/acpica/download.html for newer versions, which may be a useful source of updates. Not obvious what to do about the version still in the tree.
I hope some mirrors are not compromised.
What would a mirror compromise do, other than produce another checksum verification error?

I'll remove that mirror. Thanks for notifying. But that has to be removed from the mirror list too.
