When I run Steam in flatpak with 'sys-apps/bubblewrap-0.8.0' installed, I get the following error:

bwrap: Can't make symlink at /home/oxore/Pictures: File exists

This error has been fixed in bubblewrap 0.9.0.

I've made a copy of 'bubblewrap-0.8.0.ebuild' to my local repo as 'bubblewrap-0.9.0.ebuild', set '~' (i.e. testing) for all platforms, generated a manifest, emerged '=sys-apps/bubblewrap-0.9.0' and it worked like a charm for my use case. But I do not know how to test it properly to be sure that it is good for everyone.
