The upstream didn’t release the official 0.81.1 yet - currently the latest release is 0.81.0 from Feb 27. Even if the tarball has been found somewhere, or the tag has been created - this is not yet an official release, changes are still possible. Actually, at least the documentation was updated - this commit https://github.com/dosbox-staging/dosbox-staging/commit/5bbf2d6bb9a7f5948f564af1d82b22b377aa0fc4 is clearly not present in the tarball Portage has downloaded.
It's common for changes like that to happen post-tag.

Interesting, I don't remember where I got the notification but tarball was available and https://dosbox-staging.github.io/releases/release-notes/0.81.1/ showed a release date of 2024-03-14. Checking github, it looks like it was kind of a release candidate, not ideal to use the release tag for it...
