This pidgin glugin was last supported in 2008, and is dropped from the list of supported pidgin plugins in 2019. There's no need to have it in tree now.
By the way, thanks for your research. It's really helpful that someone notices these obsolete packages that are otherwise keeping low profile. Alternative suggestions are also very helpful.
