Hello! It seems that setuptools doesn't need nspektr anymore, according to https://github.com/pypa/setuptools/commit/2b8a94c0d995583e1bec8a91ff8bb8c9ceec6ef7. I cannot find any mentions of nspektr in tarball for v69.1.1 (except in NEWS file, for v60.10). Please, drop this dep.
