ebuild for 7.0.16

Current ebuild is seemingly for vcsi 7.0.13 (used commit points to 7.0.14 or 15).
Here is an ebuild to use latest version 7.0.16.

Note : light use of vcsi here, several tests done but nothing in depth.

This package is harder to track because upstream doesn't do proper releases/tags :P but thanks!

I agree with you. I'll keep an eye on the upstream, since its a tool I've been using quite often.
