I've read the 2022-11-19-lvm2-default-USE-flags news item. I've also reviewed Bug #718910. I'm not a developer. As I understand the news item and bug #718910, the default USE flags setting is what applies to me.

I did, just to see what would happen, also try:
USE="lvm" emerge -1v =sys-fs/lvm2-2.03.22. This attempt failed the same way.

The following info may or may not be helpful:

1) sys-fs/lvm2-2.03.21 emerges as expected with no problem.

2) equery displays the following:
# equery d sys-fs/lvm2
 * These packages depend on sys-fs/lvm2:
net-fs/nfs-utils-2.6.3-r2 (nfsv41 ? sys-fs/lvm2)
sys-block/parted-3.6 (device-mapper ? >=sys-fs/lvm2-2.02.45)
sys-boot/grub-2.06-r7 (device-mapper ? >=sys-fs/lvm2-2.02.45)
sys-fs/cryptsetup-2.6.1 (sys-fs/lvm2[static-libs(+)])
                        (sys-fs/lvm2)
sys-fs/e2fsprogs-1.47.0-r2 (cron ? sys-fs/lvm2[lvm])
sys-fs/udisks-2.10.0 (lvm ? sys-fs/lvm2)
sys-libs/libblockdev-3.0.2-r1 (device-mapper ? sys-fs/lvm2)
                              (lvm ? sys-fs/lvm2)

# equery d sys-libs/libblockdev
 * These packages depend on sys-libs/libblockdev:
sys-fs/udisks-2.10.0 (>=sys-libs/libblockdev-3.0[cryptsetup,lvm?,nvme])

3) grep -R lvm /etc/portage/* returns an empty set (no global or package specific USE "lvm" was set)

For what it's worth, I've just finished @world updates on 3 other very similarly configured systems. On all three other systems, sys-fs/lvm2-2.03.22 completed with no problem using system defaults.

in reference to bug #351559

the following worked:

# MAKEOPTS="-j1" emerge -1v sys-fs/lvm2

These are the packages that would be merged, in order:

On this (my problem) system, I did a number of test runs with different values of MAKEOPTS="-jx". No test run with "x" equal to or greater than "8" worked. All tested values of "x" equal to or less than "7" did work.

Thanks for the clue about bug #351559 and reminder about '-j#'.

    sys-fs/lvm2: rework install logic

    This makes the logic more readable.

    It also probably resolves a race condition by not passing both "install"
    and "install_device-mapper" as targets.

    Drop the "install_systemd_generators" target: this has been a noop for
    several releases.
