See https://github.com/gentoo/gentoo/pull/32424#discussion_r1306177444. Debian seem to install these and indeed in the past, we didn't disable them, but --disable-doc was added in https://github.com/gentoo/gentoo/commit/b599dba8ad5aa173fc5459b4e6b87a1de62d7075. We should install the man pages.
