Issue: sys-devel/binutils-2.38-r2 has implicit function declarations in configure logs.
Discovered on: amd64 (internal ref: ci)

 *   /var/tmp/portage/sys-devel/binutils-2.38-r2/work/build/libiberty/config.log:4297 - strcpy
 *   /var/tmp/portage/sys-devel/binutils-2.38-r2/work/build/libiberty/config.log:4303 - strncmp


All gone after re-merging today (binutils-2.42-r1).
