It seems now tests are disabled, also I am unsure about pylint USE flag... it is usually linked to test USE flag too if pylint tests are meant to be run

I also think it would fit better in sys-power category (as Exherbo maintainers did). I can take the package if you want and move it to the main tree, either me maintaining it or I can co-maintain it with you if you prefer
