There's another dictionary at http://linuxplayers.g1.xrea.com/mozc-ut.html which is also recommended by Arch Wiki and it seems better than the current one. Perhaps we can add a new local use flag mozcdic-ut to use it?

Is this proposal truly complete?

When I tried it, there seemed to be a very small bug and it didn't recognize the dictionary file.
Just remove the slash character to fix it: /mozcdic-ut.txt -> mozcdic-ut.txt
