'make dist'-generated tarballs should contain generated files and hence not require it?

This is what happens here if I render flex unavailable. checking for flex... flex checking lex output file root... configure: error: cannot find output from flex; giving up configure:4099: checking for flex configure:4126: result: flex configure:4164: flex conftest.l ./configure: 1: eval: flex: not found configure:4168: $? = 127 configure:4170: checking lex output file root configure:4181: error: cannot find output from flex; giving up Then the configure script fails. How it manages to produce flex as a "result", I do not yet know.
I've long-suspected something is off with AC_PROG_LEX because I've hit odd things like this before and never dug into it. Let's just add the dep - people will have it anyway and it clearly needs it right now, even if only superficially. Plus we end up backporting patches which touch generated files often anyway...

Update the BDEPEND declarations to reflect this. Also, bump the revision number for the formal releases because --changed-deps isn't a commonly used option and nftables isn't a particularly large package.
