Should be noted that none of the localrepo packages are installed currently, nor do they patch any ::gentoo packages to begin with. I was just updating this prefix install. help2man was removed as part of a previous "emerge --depclean --with-bdeps=n", I'm using binpkgs to be able to remove packages easily and test ebuilds with minimal dependencies.

Darn, I guess that's a remainder of the bootstrapping process before I changed the repository to a git clone. It's not a dead link, it exists just fine, but it's like 15 days out of sync with the git clone. That wasn't the issue, though. After fixing it, and running: emerge -c --with-bdeps=n help2man emerge -1 --usepkg=n --buildpkg=n sys-apps/texinfo It still results in the same error.

is this a case where due to timestamp something doesn't get executed/installed?

Update the timestamp of install-info.1 to be newer than the C file so it doesn't try to regenerate. - For Prefix, we've had a sed for a while to fix shebangs of some files, but the touch trick (as above) seems to have gone stale. Update it to touch more files to avoid the same problem as above with help2man. If I inspect the log, my fix seems to work on a non-prefix system if I comment out 'use prefix' to test (observed help2man call before, not after). So hopefully this is enough.
