Jellyfin does not start after a successful emerge and crashes with the error message: "Couldn't find a valid ICU package installed on the system". 

After installing the package "dev-libs/icu" it starts successfully.

Reproducible: Always

Thanks, I added icu as a run dependency for the 10.8.4 version bump.
