Keywording request for dev-php/composer for arm64.

As php is an interpreted language, I don't expect any blockers keywording
dev-php/composer for arm64.

Sometimes I do php development on my arm64 laptop, and it would be nice
if the defacto php package manager was available.

I imagine it's the test dependencies that just go deeper and deeper, I don't know of a good way to populate the list with those deps.
