It worked when I added the package, and it works now. I do not have access to the web server logs, so I don't know what might have happened at the exact time when the Tinderbox tried to fetch it. Given that https://devmanual.gentoo.org/eclass-reference/go-module.eclass/index.html says to "create a dependency tarball and host it somewhere, for example in your dev space", I'm not sure what else I can do beyond hosting it on the most stable web server available to me.
