The newer babl ebuild is fixed for this problem, so try to unmask babl-0.1.92. Please Mark this version unstable and mark babl-0.1.92 as stable for AMD64 (and probably the others too but I can not test this. In the forum is more info.
Please include the full build.log and emerge --info.

I can not do this but the info you want is already in the forum and easy to reproduce.

The information isn't actually in the forum post (the full build.log, the meson log is there, but that's not the same thing). Anyway, I see the issue. But in future please include *everything*.
Stabilisation request: https://bugs.gentoo.org/856790 The new version of meson was early stabilized than babl. The above request should resolve this and some other issues. After stabilisation I would like to cleanup affected versions of babl, gegl and gimp. Especially of some CVEs in =<gimp-2.1.32:2
