With =sys-fs/zfs-2.1.5, if initramfs is generated using dracut (as it is for sys-kernel/gentoo-kernel), dracut will be unable to mount the rootfs and will drop to an emergency shell. *Forgot to specify in comment above: the issue ONLY occurs if the root filesystem is NOT zfs. However there need not be any active zfs filesystems, only that zfs 2.1.5 is installed.
