This package hasn't had a stable release since >3 years (march 2019). Since then there have been 80 commits which includes support for SASL, showing images in chat using imagemagick feature, switching from Freenode to Libera as default, TLS client cert support and many improvements. So 9999 would be really beneficial for users.
Ideally we get a tagged version by upstream: https://github.com/emacs-circe/circe/issues/408 In the worst case one could add a patch release ebuild.

I already tested 2.12 it and it passes buttercup tests.
