Issue: net-libs/libssh-0.9.6 fails to compile.
Discovered on: amd64 (internal ref: tinderbox_musl)

NOTE:
This machine uses MUSL libc

net-libs/libssh: fix musl build with USE="test"

This patch makes the following changes:

* adds sys-libs/argp-standalone as dependency
* forces cmake to lookup for the argp library
