Debian still has strong ties to sysvinit so let's just drop the translations from there for now I guess.

In general, so far I've always handled it in a way that installing the manpage translations by the package itself is preferred. The underlying assumption being that they follow upstream more closely than those maintained as part of the large collection. In other words, packages win against man-pages-l10n.
