This bug happens when trying to build quarter against qt-5.15.3 without qtchooser installed. The build is from a testing multilib chroot environment. This package seems to be hopelessly outdated and has only one revdep: dev-python/pivy[quarter] metadata.xml comment says "Feel free to maintain/fix".
I don't think it's outdated. 1.1.0 being the current release and also the official and preferred way for Qt bindings to coin according to upstream. It might have only one consumer, pivy, which also has only one consumer, freecad, for which it is an essential package. The pivy builds work better and with fewer issues, if built against quarter then against the highly outdated and mostly unmaintained soqt. Didn't notice the comment in the metadata.xml. I had this package in my overlay before it was added to ::gentoo and can maintain it if desired. It's a low profile package without much need for maintenance.
