Not an expert here, but according to

https://bugs.launchpad.net/ubuntu/+source/snapd/+bug/1850667

"This bug was fixed in the package snapd - 2.53~pre1.git19b68f708"
" New git snapshot that supports cgroups v2 "

so I guess setting it by default is no longer needed.
