Using slightly modified test from https://bugs.gentoo.org/832590 the build still fails on app-text/lowdown-0.10.0-r1.

Reproducible: Always

Steps to Reproduce:

1. # emerge -v1 lowdown
2. # printf "int main(){}" > a.c
3. # gcc a.c -o a /usr/lib64/liblowdown.so
or
4. # gcc a.c -o a $(pkg-config --libs lowdown)
Actual Results:  
From [3.]: underlinked library:
ld: /usr/lib64/liblowdown.so: undefined reference to `log'
collect2: error: ld returned 1 exit status

From [4.]: missing rdepend:
ld: cannot find -lmd
collect2: error: ld returned 1 exit status

Expected Results:  
Linkage should should succeed for both [3.] and [4.].

Still an issue. Another way to expose broken library is by turning it into a build failure with LDFLAGS=-Wl,--no-undefined:

Now lowdown-0.11.1 does not install headers or pkg-config. That effectively brings #811111 back:

Moreover new bump makes lowdown-0.11.1 itself not installable on a fresh system:

A few observations:

1. Almost a year of back and forth ::gentoo was not able to provide usable liblowdown: #832590, #811111.
2. I tried providing both possible ebuild changes (#811111#c0) and simple integratable tests (#832590#c0, this very bug). Neither was used in any form. 

The above means trivial regression will keep creeping it (what we see in this bug as well).

I'll have to maintain lowdown package version locally that does provide usable library.
