Same issue as <https://bugs.gentoo.org/782895>. `plugin_installer` was missing in 1.3.1, included in 1.3.2 and missing again in 1.3.3. Users who have upgraded will most likely have the plugin installer in ~/.local/share/gajim/plugins but on new installs there is no way to install plugins via the GUI.
