for the riscv ARCH

while enabling USE="test", FEATURES="test", it will pull in dev-python/psutil, I've got failure, see bug #775530, should I wait till fixed or it can be ignored?

I'd probably ignore it in this case just because it's known to be flaky, even if it sucks.

psutil is literally the kind of project that would require another repo for test exclusions ;-).
