The US rsync server hosted by Rackspace Technology appears to be out of date somewhat:

Checking the timestamp file on the server reports:

FWIW, I have had several other encounters with this server in the past of being hours or even days out of date.

    zones: temporarily disable rackspace rsync mirrors

    They're all stuck for the gentoo-portage module on the 19th Jan
    and https://rax.io/mirrorfaq isn't loading for me right now.

It's been a while since I last specifically checked this mirror, but I think this one has a tendency to get out of sync every so often, then suddenly catch up for a while.  Lather, rinse, repeat.  So there may be a deeper issue going on.  Is there any monitoring on these mirrors to track their sync status history or something to see if it's still be an on-going issue or not?  Or at least, pinged Rackspace to go and poke the thing with a stick?
