I have /usr/include/scotch/scotch.h
adding -I/usr/include/scotch to *FLAGS can be a workaround for the build failure (tested)
Upstream say (https://github.com/open-mpi/hwloc/issues/478#issuecomment-878052383): >Just don't enable netloc. It's disabled by default because it's not really functional, it's unmaintained and wit ill be removed in the future.
