Relevant error:
Can't locate XML/Parser.pm in @INC (you may need to install the XML::Parser module) (@INC contains: [SNIP]) at [SNIP]/dev-cpp/glibmm-2.66.0/work/glibmm-2.66.0/tools/pm/DocsParser.pm line 23.

dev-perl/XML-Parser isn't installed nor required by this ebuild.

    dev-cpp/glibmm: Add dev-perl/XML-Parser to BDEPEND
    
    And drop maintainer mode from v2.66.0.
