Any of the solutions I tried didn't work.
So I believe this may be a bug specific to Plasma 5.21.

I followed all instructions from the handbook to a T to try and avoid any errors on my part.

- Elogind is installed and correctly added to the boot runlevel (and is currently running);

- D-Bus is installed and correctly added to the default runlevel (currently running);

- My user account is a member of the 'users' group;

- Plasma was merged using the "plasma-meta" package as described in Gentoo's wiki, so as to avoid any missing packages (meaning Powerdevil and Upower are up and running);

- "elogind" and "policykit" USE flags have been added to my make.conf file;

- Tried restarting a few times, removed and readded elogind to the default runlevel and even tried re-emerging plasma-desktop, no go;

- Shutting down or restarting the machine with loginctl in the terminal works as expected.

Expected Behavior: Plasma App Launcher shows buttons for shutting down, suspending and restarting the machine.

Actual Behavior: Area where those buttons would be present is blank, there is no way to shutdown, restart or suspend the computer from the App Launcher.

Workaround: Machine has to be shut down from the command line.

Turns out it was indeed an error on my part. Sorry.

I forgot to add the "pam" use flag when compiling elogind.

Adding the above mentioned use flag and recompiling elogind fixed the issue.

IUSE=pam is in your global flags so one must really be wondering how messed up your package.use are.

    People apparently disable pam left and right and I'm having
    none of it any longer.
