These static libs are installed unconditionally:

/usr/lib64/libbrotlicommon-static.a
/usr/lib64/libbrotlidec-static.a
/usr/lib64/libbrotlienc-static.a

They should only be installed with USE=static-libs enabled, per QA policy.
