The fresh net-im/telegram-desktop-2.7.1 fails to build for me, exiting during the configure phase on missing glibmm. Manually installing the available versions of dev-cpp/glibmm does not resolve the situation, unfortunately. Ah, apparently I missed this dependency in the source because it's called external_glibmm, and not external_glib. That said, it should work after installing glibmm. Can you check if the file /usr/lib64/pkgconfig/glibmm-2.4.pc exists on your system? If not, is there any similar file? This file should exist after installing dev-cpp/glibmm, and as a result make the error you're encountering go away.

When I installed 2.68.0 (the default version Portage picked), I only had glibmm-2.68.pc installed. Installing glibmm-2.64.2 (which goes into a different slot) solves this issue as it provides glibmm-2.4.pc. The slots are named "2" for 2.4, and "2.68" for 2.68. You may want to add a dependency on the first one then.
