gnome-shell is using the permission store to record user preference for allowing inhibiting shortcuts. The store is accessed via xdg-desktop-portal. https://gitlab.gnome.org/GNOME/gnome-shell/-/merge_requests/382 Without xdg-desktop-portal-gtk every time I start remote-viewer for qemu, GNOME pops up a dialog asking for permission to allow inhibiting shortcuts.
