this is a problem with the SF mirrors. you didn't download the archive, you downloaded an error page from the SF website: Length: 128074 (125K) [text/html] just try again in a bit when their mirrors have time to catch up. i just downloaded it and it worked fine for me.
Shouldn't the SF download link be: https://downloads.sourceforge.net/project/net-tools/net-tools-2.10.tar.xz rather than what it's trying: https://download.sourceforge.net/net-tools-2.10.tar.xz ?
