It is a warning for the user to set this manually. So in my eyes it is all fine.
it's not gentoo-sources, it's gentoo-kernel, managed by other team and we have default configs. please don't close bugs like that. we can look at enabling that by default. re-opening.
but if you need it now, you can use savedconfig flag and provide customized config. https://wiki.gentoo.org/wiki/Savedconfig
