The packages listed in summary still use systemd_tmpfiles API. Please switch to tmpfiles.eclass that is maintained and supports OpenRC correctly.
I've forgotten if there's any reason not to stabilize it, but eselect-php-0.9.6 already "upstreamed" the tmpfiles.d entry.
Let's see what happens? Arches, please stabilize app-eselect/eselect-php-0.9.6 so that we can delete the older ebuilds that still use the systemd tmpfiles stuff.
