The problem is that dev-libs/zziplib must be first subslotted properly to refflect soname changes.

I think #738282 and this bug are two different things. This bug is about the need for rebuilding due to preserved libs, since it's not detected during the initial update due to the missing subslot. Even with the subslot properly set, the issue from #738282 still would persist and just show up earlier. Please consider re-opening #738282.
